Reporting & Operational:

1. Enforce compliance to Concession/PSC/JOA terms in all aspects of Concession/PSC Accounting through providing guidance in resolving issues in order to maximise cost recovery from host authority and maximise cost sharing between Partners.
2. Manage Excess Cost Recovery/PSC Agreement Accounts and all relevant schedules to maximise DO’s petroleum entitlement and revenues.
3. Review and determine the cash expenditure estimates for billing to partners and ensure timely recovery from JV partners in accordance with the terms and conditions of JOA/Operating Service Agreement (OSA) for equitable funding by both parties.
4. Drive and ensure financial matters on JV & PSC are highlighted and resolved to all affected parties from time to time.
5. Develop, maintain and enhance effective and equitable Cost Allocation System to enable proper allocation of cost to final cost destinations/third parties and recover from relevant Concession/PSC areas and third parties.

Control and Monitoring:

1. Implement, review and enhance the accounting policies, procedures, processes and systems in the area of Concession/PSC accounting to ensure compliance with Dragon Oil requirements, consistency in practice and process efficiency.
2. Coordinate Dragon Oil, Host Authority and JV auditors, external auditors and resolve matters to maximise cost recovery from Host Authority and cost sharing with Partners. Maximising cost recovery and cost shareability from Host Authority and JV audit respectively.

Liaison and coordination: Provides oil and gas accounting process and procedure guidance to internal and external parties

1. Liaises with auditors on all matters related to the preparation and provision of audit packs and financial analysis for audits.
2. Undertakes any ad hoc responsibilities assigned by line manager.
3. Establish and promote good rapport and networking within Dragon Oil, host country officers, consultants and other Oil & Gas Companies for effective working relationship and to identify opportunities by leveraging on knowledge sharing, best practices and benchmarking.

COBC, HSE, Leadership & Capability and MBC

1. Codes of Business Conduct (COBC) and Health, Safety and Environment (HSE)
Communicate, interpret and champion the execution of the objectives and provisions of the Dragon Oil Health Safety and Environment (HSE) policies and ENOC Codes of Business Conduct (COBC) within the working team and undertake appropriate mitigation and/or intervention programs to safeguard business operations, high staff discipline and industrial harmony.

2. Leadership and Capability Development
Drive the development of competent working team that will enhance and sustain staff capabilities in achieving high performance delivery by determining talent requirements, instilling values of integrity, providing leadership, coaching and guidance and implementing internal successions to ensure internalization of the right leadership and capabilities in executing their jobs.

3. Mindset, Behavior and Culture (MBC)

Develop and implement distinctive mindset, behavior and culture within the working team to achieve high performance in work by leading the adoption and implementation of value interventions, tools and methodologies to promote and instill high sense of commitment, ownership, integrity and loyalty that will contribute to operational excellence.

Qualifications:

Job Factors

Minimum Education Level Required

Bachelor’s Degree in Finance, Accounting or Commerce
Certificate: CMA or CFA is preferred
The minimum years of experience required (All qualification listed Must be job related)
Minimum 8-10 years oil and gas industry finance and accounting experience with a recognized professional accounting qualification.
