CRS is a global leader in agricultural livelihoods programming, and promotes resilience building in impoverished, disaster-affected, and climate change- impacted areas around the world. CRS re-established presence in Nigeria in 2000 and currently works in 32 of Nigeria’s 36 states, focusing on agriculture and livelihoods, health, and emergency
programming. Water for Agriculture Activity was awarded to Catholic Relief Services– Nigeria on 15 th July 2019. The goal of the activity is to develop and implement interventions that will sustainably increase water availability and management towards increasing agricultural productivity in Adamawa, Borno, and Yobe states of Nigeria. This effort will contribute to USAID’s 2020-2025 Country Development Cooperation Strategy (CDCS) development objective 1 (DO1): broadened and inclusive economic growth and DO3: accountable, inclusive and responsive governance strengthened. Also, this aligns with CDCS intermediate results (IR) 1.1: incomes, food security, and nutrition in targeted geographies improved, IR1.3: private sector contribution to inclusive economic growth increased and IR 1.4: water resources management and services improved. Similarly, it also aligns with IR3.1: strengthened conflict prevention and response.
In same vein, it contributes to CRS’ new agency strategy, Vision 2030 – “Catalyzing Transformational Change at Scale”, and specifically to its strategic platform “Scaling Integrated Pathways out of Poverty: Transforming Lives and Landscapes”. It Will also contribute to ongoing efforts to promote resilience, resilience, recovery and development within North-East Nigeria.

1. Activity description
Water for Agriculture is a 3-year USAID funded Activity being implemented by Catholic Relief Services (CRS) and its partners (Diamond Development Initiative-DDI, Pastoral Resolve-PARE and Justice
Development Peace Commission-JDPC-Yola, JDPC-Maiduguri and Search for Common Ground-SFCG). The goal of the Activity is to increase agricultural productivity and income generation among
smallholder farmers and livestock herders. Activity Objective (Impact): Contribute to increasing agricultural production and income among smallholder farmers and livestock herders in Borno, Adamawa and Yobe states of northeast Nigeria.
Purpose: Livestock herders and smallholder farmers have access to adequate and sustainable water supply as well as improved farming & livestock productivity; and target communities and local
government institutions have the capacity to manage, operate & maintain water infrastructure and sources.
Outcome: Target communities have improved agricultural productivity and income
The Activity has four components:
1. Improve access to water for smallholder farmers and livestock herders; and provide small scale irrigation infrastructures.
2. Strengthen the capabilities of local government institutions and community structures to sustainably manage water resources.
3. Strengthen agricultural productivity and production capabilities of smallholder farmers and livestock herders in selected communities.
4. Conflicts among smallholder farmers and livestock herders are mitigated and inclusive, participatory, gender-responsive programming is implemented across all activities and target locations.
The purpose of the Activity is to improve access to water for smallholder farmers and livestock herders by providing water points for growing crops and watering livestock. The Activity aims
to support at least 50,000 livestock herders and 4,000 smallholder farmers in selected post- crisis affected communities in the three (3) states namely: Borno, Yobe and Adamawa states, in
North-eastern Nigeria. The Activity is implemented in 8 LGAs within the 3 State, namely; Adamawa (Mayo-Belwa, Gombi, Yola South and Fufore), Borno (Kwayar-Kusar and Biu), Yobe
(Bursari and Jakusko).
2. Objectives and purpose of the mid-term evaluation:
The Consultant/Consulting firm will be responsible for development of mid-term evaluation protocol.
These include developing the mid-term evaluation research questions to ensure it is in line with the Activity objectives, come up with sample design, methodology, develop appropriate questionnaires for
4 key target groups (smallholder farmers, livestock herders, water management committees (WMCs/WUAs), and SILC groups). In addition, institutions will be assessed based on their participation
in the Activity. The 2 key entities are: private sectors engaged in the Activity and government stakeholders (at the state, LGA and community level). Also, the protocol will highlight the data
collection process, analyses and reporting, and inception report for mid-term evaluation activity. In addition, upon approval of mid-term evaluation protocol, the Consultant/Consulting Firm will develop
detailed work plan for conducting the mid-term evaluation and work with CRS Water for Agriculture team to engage qualified interviewers in the field. The aim of the mid-term evaluation is to assess
outcome of the USAID Water for Agriculture Activity’s Performance Indicators compared to baseline values previously determined from the Baseline Assessment and Report. Also, other information
further detailing and substantiating the Performance Indicators based on qualitative study including qualitative data collected during interviews and other related reports will be collected during the mid-
term data collection activity.
Specific objectives include:
1. Assess implementation progress of the Activity gauging with its performance indicators and implementation phase.
2. Collect qualitative information on feedback from program participants and other stakeholders about successes and challenges of Activity implementation and their recommendations on better approaches to address those challenges.
3. Use findings from the mid-term evaluation to make recommendations for improved effectiveness, efficiency, relevance, and sustainability of the Activity.
